MARR works in collaboration with all state and local authorities and reserves the right to disclose any information regarding an operator's certification and status to such third parties, including but not limited to any complaints, investigations, finding reports, or corrective action plans involving your recovery residence.

Recovery Residence Levels

Level 4/Type C (Clinical)  residences are state-licensed treatment providers who blend the “Medical Model” and” Social Model” to create a relatively more supportive environment for the person in recovery. 

Level 3/Type S (Supervised)  residences offer a paid staff supportive environment that offers life skills training and peer-based recovery supports. 

Level 2/Type M (Monitored)  residences have unpaid staff who monitor resident participation in individual and community recovery activities. 

Level 1/Type P (Peer-run)  residences are democratically run homes where the residents self-govern by a set of “house rules” and share monthly expenses. 

MARR Application

Beginning the Certification Process

Thank you for your interest in becoming a Certified Recovery Program Operator. 

Please note ALL of the following information before beginning your application for certification;


  • You must include ALL of the recovery residences within your program in the certification process.
  • Your program must be up and running for at least 30 days.
  • You must be prepared to submit a payment along with your application.  ($500 one time application and processing fee, along with a $500 annual fee per residence with 16 beds or less. An additional $20 is required for each bed over 16)
  • You must be prepared to submit a background check within your application for any operators/paid employees AND House Managers with day-to-day interaction with the residents.
  • You MUST have commercial general liability insurance that listed ALL recovery home addresses and notes MARR as additionally insured. (Address is at the bottom of our Home page)
  • You will be creating and monitoring an online profile for your Recovery Program through a website called Certemy. Certemy will require you to attach and submit your documentation online. You will be able to complete this process at your leisure within 90 days of application approval. A MARR representative will be available upon request to help you through this process and answer any questions. 
  • NEW MARR/NARR Trainings are now required for certification and must be completed for certification. More information on these trainings is available under the 'News' tab of our website.
  • Also mandatory with your certification is our Rec-Cap System. The REC-CAP is an innovative system for mapping the growth of recovery resources and for recovery care planning. To learn more, click the REC-CAP tab at the top of the page.


Once your Application is received and approved, a Welcome Letter will appear in your Certemy profile detailing your next steps regarding documentation and site review of your residence/s. To be more prepared for what is expected, the NARR Standards Checklist is available under 'Documents Available for Convenience' below.

  • The Site Review Form for Operator provides a detailed list of requirements we expect operators to meet or exceed during their site review.
  • The NARR Standards Checklist will inform you of all of the policies, procedures and environmental requirements for your level of housing to become certified. 
  • The NARR Standards Compendium will allow you to gain any necessary clarification on the standards.  
  • The Required Insurance document is an example of the insurance page we require every year and as part of the documentation phase of your application. MARR must be listed as additional insured (aka the certificate holder at the bottom) and every recovery address being certified must be listed on this or a separate page as well. 
  • The MARR Code of Ethics is available for your program to adopt if needed. Every program is required to have a Code of Ethics according to the NARR Standards.
  • The Social Model of Recovery Explanation provides further clarification on how we expect our Accredited Operators to run their programs. 
  • The LGBTQ Final Policy goes over guidelines for establishing LGBTQ related practices within your residences.
  • The SAMHSA Best Practices document reviews best practices for running a recovery residence.

Mandatory Postings for Certified Operators

These posting are mandatory and will be looked for upon site review.  


  • The MARR Cleaning List posting does NOT take the place of their residents chore list, but in addition to it. It will help assure that a more thorough cleaning schedule is completed daily, weekly and monthly to help keep everyone's home clean and well maintained as expected for MARR Certification 
  • The Maintenance Repair List and the MARR Cleaning List are to be posted on the refrigerator at each location so they can easily be found for the residents and for the site review 
  • The Recipient Rights Posting is to ensure your residents stay aware of their rights as an individual in your program.

Certification Renewal

Automatic updates about your renewal will be sent from Certemy at 60, 30 and 15 days to expiration to the email associated with your Recovery Program. Your program will be contacted by MARR directly if we do not receive your payment within 3 weeks of your Certifications' expiration date. 

Requirements for Renewal

  • An annual online payment for Certification. The amount will be determined and specified according to your number of residences and is calculated automatically in Certemy. This must be paid to schedule your Site Review. Check or Money order by mail is also accepted. 
  • An up-to-date record of residences, program information and organizational information.
  • Background checks for all those associated with the day to day operation of the residence(s) including House Managers and Operators.
  • Updated Certificate of  Liability Insurance that lists MARR as additional insured/certificate holder along with evidence that every residence in your recovery program is insured.
  • Late submissions (after 5:00 PM on certification due date) will incur a $100 fine with an additional 7 days to complete the process. Failure to do so within this grace period will result in the cancellation of your certification, requiring you to reapply.
